Abstract

ABSTRACT Work problems at the Department of Public Works, Water Resources, and Construction Development (BSBK) of Bondowoso Regency include budget constraints, technical constraints, and lack of coordination and supervision. These obstacles have an impact on declining infrastructure quality, project delays, and imbalances between budget and realization. To overcome these challenges, it is necessary to increase human resource capacity, strengthen cross-sector coordination, and a more effective monitoring system. This study aims to test and analyze the effect of training and work environment on employee performance, with organizational commitment as an intervening variable. The type of research used is explanatory research with a population of 183 employees and a sample of 126 respondents determined through the Slovin formula and purposive sampling technique. Data analysis was carried out using Structural Equation Modeling (SEM) with the help of Smart PLS 4.0 software. The results of the study indicate that training and work environment have a significant effect on organizational commitment. In addition, the three variables - training, work environment, and organizational commitment - significantly affect employee performance. Training and work environment also affect performance through organizational commitment. Based on these findings, the Bondowoso BSBK Service is advised to improve training programs that are in accordance with current needs and create an ergonomic and comfortable work environment. This effort is expected to be able to increase employee work effectiveness and support the achievement of organizational goals optimally.
