Abstract
Abstract This study aims to analyze the optimization of the local economy through marine tourism based on cultural wisdom and the utilization of natural resources in Puger District, Jember Regency. A qualitative approach with a phenomenological method was used, with data collected through in-depth interviews with eight relevant informants and observations. The data were analyzed using NVivo 12 software. The results show that the utilization of natural resources and local culture serves as a driving force of the community's economy, especially through cultural events such as Petik Laut. The village government and tourism managers play a role in area management and community empowerment. However, challenges such as limited funding, infrastructure, and human resource quality remain obstacles. Nevertheless, the community and local government show optimism for tourism development if supported by sustainable planning and cooperation.
