Abstract

ABSTRACT Electronic-based government systems are needed in a effort to realize a clean, effective, transparent and accountable government. With the issuance of Permendagri No. 77 of 2020 concerning Techinical Guidelines of Regional Financial Management, all Regional Apparatus Organizations of Jember Regency including the Fisheries Service no longer use the SIMDA application, but use the SIPD application. The purpose of this research is to find out the implementation of SIPD, the obstacles that occur and the efforts made in the implementation of SIPD. This reseacrh used observation methods and interviews with stakeholders at the Fisheries Service of Jember Regency, besides that the researchers also analyzed the data on the findings during the research. The sampling technique used was purposive sampling where reseachers subjectively selected informants from to population who were considered to have in-depth knowledge related to regional financial administration issues at the Fisheries Department of Jember Regency. The informants in this study are officials responsible for financial administration at the Jember Regency Fisheries Service including the Head of the Service as the Budget User, the Secretary of the Service as PPK-SKPD, the Expenditure Treasurer as the user of Expenditure Treasurer as the user of expenditure administration, the Revenue Treasurer as rhe user of revenue administration and the SIPD operator as the SIPD data inputting actor. The qualitative data analysis process involves in-depth interpretation of the series of information collected. The result of study concluded that impementation of the SIPD application for financial administration at the Jember Regency Fisheries Service was carried out since the use of SIPD included weak servers, imperfect applications and limited access to financial reports. Efforts made to overcome some of these obstacles went well and were very helpful in implementing SIPD at the Jember Regency Fisheries Deparment.
