Abstract

ABSTRACT This study aims to identify and analyze the relationship between the variables of education level, job promotion, and career development with employee performance at the Department of Public Works, Water Resources, and Construction of Bondowoso Regency. Specifically, this study evaluates the role of job satisfaction as a mediating variable. The method used is quantitative research with path analysis. Data were obtained through questionnaires distributed to employees who have ASN status in the relevant department. The research sample was selected using a census technique, involving the entire relevant employee population. The validity and reliability of the instrument were tested, and data analysis was carried out using SPSS statistical software. The results of the study indicate that education level, job promotion, and career development have a significant influence on job satisfaction. Furthermore, education level, job promotion, career development and job satisfaction have a significant influence on employee performance. Further analysis shows that job satisfaction is unable to mediate the relationship between independent variables (education level, job promotion, and career development) with employee performance. In conclusion, increasing formal education, implementing fair job promotion, and continuous career development can increase job satisfaction, which ultimately has a positive impact on employee performance. The implications of this study include strategic recommendations for local governments to design comprehensive human resource development policies. This study makes a significant contribution in the field of human resource management, especially in the public service sector. It is hoped that the results of this study can be a reference for increasing the effectiveness of local government organizations through better human resource management.
