Abstract

ABSTRACT This study aims to analyze the influence of work motivation, performance appraisal, and individual characteristics on employee performance at the Regional Secretariat of Bondowoso Regency. The background of this research arises from the suboptimal performance achievement of employees in meeting their established work targets. The study employs a quantitative approach using an explanatory survey method. The research population consists of 138 civil servants, and the sample includes 60 respondents selected through purposive sampling. Data were collected through questionnaires and analyzed using multiple linear regression to determine the effect of each variable. The results indicate that work motivation, performance appraisal, and individual characteristics have a positive and significant effect on employee performance, both partially and simultaneously. Among the three variables, individual characteristics show the most dominant influence on performance. These findings confirm that a combination of high motivation, an objective performance appraisal system, and strong personal characteristics can enhance productivity and work effectiveness among government employees. The study recommends that the Regional Secretariat of Bondowoso Regency strengthen performance-based evaluation systems and develop sustainable programs that focus on improving employee competence and motivation.
