Abstract

ABSTRACT This study is motivated by the obligation of business actors to submit the Investment Activity Report (Laporan Kegiatan Penanaman Modal / LKPM) as regulated in BKPM Regulation Number 5 of 2021, which has been amended by Government Regulation Number 28 of 2025 concerning Risk-Based Business Licensing. LKPM serves as a key indicator of regional investment realization; however, its implementation still faces several challenges, including irregular reporting, data inaccuracies, and difficulties in using the Online Single Submission (OSS) system. These conditions encouraged the Investment and One-Stop Integrated Service Office (DPMPTSP) of Jember Regency to conduct Technical Guidance and Mentoring (Bimbingan Teknis Pendampingan) for LKPM. This study aims to analyze the implementation of LKPM technical guidance, identify the applied training model, and evaluate its effectiveness in improving business actors’ understanding and accuracy of LKPM reporting. A descriptive qualitative approach was employed using interviews, observations, documentation, and pretest and post-test instruments. The results indicate that the LKPM technical guidance was conducted systematically using a need-based training model that emphasizes hands-on practice and technical mentoring. The program effectively improved compliance, understanding, and the quality of LKPM reporting, thereby contributing to improved regional investment data quality in Jember Regency.
