Abstract
ABSTRACT This study aims to examine the influence of work environment and work culture on employee performance with organizational commitment as an intervening variable at the Housing, Settlement Area, Public Works, and Spatial Planning Office of Bondowoso Regency. The research employed a quantitative approach with descriptive and verification methods, using path analysis through SPSS version 25. The sample consisted of 60 employees selected using a saturated sampling technique. The results show that the work environment has a significant influence on organizational commitment, indicating that a comfortable, safe, clean, and well-organized environment enhances employees' emotional attachment and loyalty to the organization. Similarly, work culture significantly affects organizational commitment, where values such as innovation, teamwork, accuracy, and result orientation foster a sense of belonging and dedication among employees. Furthermore, both work environment and work culture directly and significantly influence employee performance, improving quality, efficiency, and punctuality in task execution. Organizational commitment also has a significant effect on employee performance, suggesting that employees with strong attachment and responsibility toward their organization tend to deliver better work outcomes. However, organizational commitment does not mediate the relationship between work environment and performance, implying a direct, unmediated influence. On the other hand, organizational commitment partially mediates the effect of work culture on employee performance, thereby strengthening the relationship and enhancing performance outcomes through cultural alignment and employee engagement.
