Abstract
ABSTRACT The financial sector with its various derivative products has become important in supporting the smooth economic and social activities of society, especially business actors. The aim of the research is to identify the level of financial inclusion, and develop a strategy for developing financial inclusion for MSMEs in Bondowoso Regency. The method used is a descriptive analysis method using IFI and SWOT analysis. The results of the research show that in aggregate the financial inclusion of MSME actors in city center areas shows fairly good inclusion pattern characteristics in the medium category, while MSME actors in rural areas show poor inclusion patterns. This is demonstrated by the availability of banking institutions with adequate financial service facilities, the community's need for formal financial institution services, and the intensity of community involvement in the use of formal financial institution services. However, some people still have limitations in reaching finances because the availability of services is still relatively far from the community and the level of financial literacy is still low.
